Rates, roles and the team

How an hourly rate is chosen for each worklog, how roles and cost accounts fit in, and how to change a rate without rewriting history.

This page applies to monetary projects. A time-based project has no rates: the Team tab shows hours only. Roles still work there and feed the "Top roles" breakdown.

Who appears on the Team tab#

Everyone who logged time in the project's scope appears automatically, plus anyone you add explicitly. A role or a personal rate is optional and never a condition for being counted.

You can add people who have not logged anything yet by searching Jira users. Only existing users of your Jira site can be found. The app cannot invite people or send email, so invite a new colleague to the Jira site first. App accounts are not offered.

How a rate is chosen#

Every worklog is priced individually. For each one the app takes the first rate it finds in this order, and stops:

PrioritySourceWhere you set it
1 (highest)The person's own rateTeam tab, row menu ···
2The rate of the cost account the issue belongs toAccounts (site administrators)
3The rate of the person's roleTeam tab, Roles card
4 (fallback)The project's default hourly rateSettings → Rates and revenue

A cost account's rate depends on the issue, not the person, so one person can be priced differently on different issues in the same period. The Team table labels each rate by where it came from: their own rate, account, role, default rate, or mixed when an account's rate covered only some of their worklogs. For a person with more than one rate the table shows the average, which is cost divided by hours.

Example#

Using the example project: Anna's own rate is 50, Ben has no own rate and the role Developer (40), Carol has nothing, the account "Capitalised work" is 60 and the project default is 30.

WorklogRate usedWhyCost
Anna, 10 h, any issue50Her own rate beats the account's 60 and everything else500
Ben, 5 h, issue in the account60No own rate, so the account's rate wins over his role300
Ben, 5 h, ordinary issue40No own or account rate, so his role applies200
Carol, 4 h30Nothing else matches, so the project default applies120

Cost rate and billing rate#

Each person, role and account can carry two rates: a cost rate (what the person costs the business) and a billing rate (what the client is charged). They are resolved independently with the same order, so they can come from different tiers. Billing rates matter only when hourly revenue is on; with a fixed-price project they are hidden.

Empty is not zero#

Leaving a rate field empty means "not set here, use the next one". Entering 0 means "this work is free" (unpaid or internal work) and is respected as a real rate. Clearing a rate you entered earlier removes it completely and returns the person to the next level; it does not leave a hidden zero.

Roles#

A role is a named group with a shared cost and billing rate, for example Developer or Designer. Roles belong to one cost project and are not shared between projects. A site administrator can keep a library of common roles (Setup → Roles) that you can quick-pick when adding a role to a project.

Rates that change over time#

Every rate can have a start date: a person's own rate, a role's, a cost account's and the project default. Each worklog is priced by the rate in force on the day it was logged, at every level of the order above. So raising a rate from 1 August leaves July's cost alone.

How to change a rate from a date#

All four open the same window: enter the new rate and, optionally, Effective from.

Example: raising the Developer rate

Ben's role Developer is 40. On 1 August the rate becomes 45, so you set 45 with Effective from = 1 Aug 2026. His 5 hours on an ordinary issue in July stay at 40 (200); the same hours in August cost 225. Without the date, July would be repriced to 225 as well.

Reading the Team tab#

You seeIt means
55 · 2 periodsThe rate in force today is 55, and this rate has two periods (open the editor to see them).
40 (role)The person has no own rate; their role's 40 applies.
defaultNothing of their own, no role rate; the project default applies.

If hours are counted at 0 only because no rate applies yet, a banner says how many hours. See cost shows 0.
